PROJECT 04 / Software engineering · Infrastructure
GridLock.
Finding coordination opportunities between neighboring utilities’ transmission plans, with traceable source evidence.

The problem
Neighboring utilities publish separate construction plans. Identifying where projects may benefit from coordination requires comparing their locations, timelines, and supporting evidence.
The approach
GridLock reads public plans from Dominion Energy South Carolina and Georgia Power, matches projects to OpenStreetMap infrastructure, and compares closest geometry and in-service dates. Related pairs are grouped into ranked coordination zones.
Technical implementation
The repository documents a deterministic Python pipeline, geospatial matching, a read-only FastAPI service, and a Next.js planner. Source filings, page references, and evidence-quality information accompany the results.
Current progress
Built for the ShellHacks 2026 Sperry Tech challenge. The public repository and demo provide more detail about the prototype and its reproducible data pipeline.
Limitations
Not every project can be confidently located. Unresolved projects remain unassessed rather than being treated as having no overlap. The prototype identifies coordination candidates; it does not replace utility planning or engineering review.
